Biden said they already allowed a pre-determined amount of aid to go to the areas affected...how is that possible without knowing the level of devastation that would occur?

Looters, vandalism and truckers coming into area with relief are getting tires slashed at truck stops while trying to rest while waiting to get inside areas.
